Demand management

Demand management is the intake, scoring and prioritisation process that determines what work the platform team builds next. It separates strategic initiatives from operational requests, applies consistent evaluation criteria, and allocates capacity through governance rather than queue position.

WHY IT MATTERS

Without demand management, the platform backlog is a first-in-first-out queue, and a FIFO queue optimises for speed of submission, not business value. The team that submits first or escalates loudest gets capacity next, regardless of whether their request advances the platform vision or merely addresses a local convenience.

A demand board with scoring criteria transforms this dynamic. Each request is evaluated against strategic alignment, business impact, technical complexity and resource availability. The scores produce a priority ranking, but the ranking is not the decision. A governance gate reviews the ranked list against available capacity and makes the allocation trade-off explicitly. This gate is where the demand process earns its value: it forces the conversation about what will not get built this quarter, not just what will.

COMMON MISTAKES

Running intake without scoring, which creates a queue, not a board, and guarantees that operational urgency crowds out strategic work every sprint.
Treating the demand board as a project-management tool rather than a governance function, which means the board ranks requests but nobody has the authority to say no.
Failing to separate strategic and operational capacity streams, so every sprint can be invaded by break-fix urgency and the roadmap becomes a wishlist that never executes.
