Governance framework

A governance framework is the multi-level structure of decision rights, escalation paths, accountability assignments and review cadences that determines how a ServiceNow platform programme makes decisions, resolves disputes, and maintains alignment between strategy and execution.

WHY IT MATTERS

Governance is the structural work that decides whether everything else holds. A programme with excellent technical talent, adequate budget and strong executive sponsorship will still fail if nobody has designed the decision-rights architecture. Who approves a scope change? Who owns the escalation when two business units want the same sprint capacity? What happens when the steering committee disagrees with the architecture board?

A multi-level governance framework typically operates across three tiers: operational (day-to-day decisions within defined parameters), tactical (cross-team coordination and trade-off decisions within a release cycle) and strategic (direction-setting, investment decisions and programme-level priorities). Each tier has its own cadence, authority boundary and escalation trigger, and critically, each tier knows which decisions it owns and which it must escalate.

COMMON MISTAKES

Designing governance on paper but never operationalising it. A governance framework that exists as a diagram but has no scheduled cadence, no decision log and no escalation trigger is not governance, it is documentation.
Relying on RACI documents as the primary governance mechanism. RACI conflates consultation with accountability and provides no escalation path, which means disputes have no resolution mechanism.
Building governance around individuals rather than roles, which means the governance model collapses every time someone changes position, goes on leave, or leaves the organisation.
