Centre of Excellence (CoE)

A ServiceNow Centre of Excellence (CoE) is the cross-functional unit that consolidates platform strategy, architecture, delivery governance and operational support under a single accountability structure. It is not a team name; it is an operating model that defines how platform decisions are made, who makes them, and how capability is developed.

WHY IT MATTERS

The CoE model exists because ServiceNow programmes outgrow informal coordination. At two developers and one business analyst, everyone knows what everyone else is doing. At fifteen people across three business units with two external partners, informal coordination produces duplicated effort, conflicting configurations, and governance gaps that only surface during audits.

A functioning CoE provides three things the informal model cannot: consistent architectural standards (so configurations do not drift between teams), centralised demand management (so the highest-value work gets capacity first), and institutional knowledge retention (so the programme does not reset every time a key person leaves). The CoE does not need to own every developer or every project, but it does need to own the standards, the intake process, and the escalation path.

COMMON MISTAKES

  • Naming a team "CoE" without changing the operating model. The label does not create the capability. A CoE without a charter, decision-rights framework and demand intake process is a rebadged platform team.
  • Staffing the CoE exclusively with technical resources and leaving business engagement to project managers, which guarantees that the CoE optimises for technical elegance rather than business value.
  • Treating the CoE as a cost centre rather than a value enabler, which makes it the first target in a budget cut and destroys the institutional knowledge it was built to preserve.
