Every platform team has the same three arguments: who owns the backlog, who approves configuration changes, and who is responsible when something breaks in production. The team-and-roles cluster exists because those arguments are structural, not interpersonal - and a well-designed charter resolves them before they start.
The Manual covers this domain through two editions. The platform charters edition makes a precise distinction: a charter is not a mission statement. It is the operational document that defines authority, boundaries and escalation. The charter template covers team mandate, decision rights, service boundaries and the explicit list of things the team does not own - because undefined boundaries are the source of most cross-team friction in ServiceNow programmes.
The RACI matrix edition addresses the tool most platform teams reach for and most platform teams get wrong. RACI fails in the same three places every time: the R column has multiple names (which means nobody is responsible), the A column duplicates the R column (which means accountability is decorative), and the C column includes everyone (which means consultation becomes a veto). The technical-governance-specific matrix in this edition is designed for ServiceNow platform team operations, upgrade cycles, configuration reviews, demand intake, incident escalation, and it survives first contact with a real platform upgrade because it was built from one.
ServiceNow roles and responsibilities clarity is not an HR exercise. It is the governance layer that determines whether the team operates as a unit or a collection of individuals with overlapping mandates.
